You should be more patient. The process of accumulation is very important for English learners. As we know, accumulation is time-consuming.
Since you have spent so much time on English learning, you should have got great progress. However, it is not true. I think maybe your ways of learning are unfit to you. Thus, you should find some other ways to learn.
When I'm in the process of getting progress, I always feel I am going backwards. In that period, I am confused. After that period, however, I get great progress and enhance my English to a higher level.

I am an English teacher, but an English major.
Anyway, you should change your way of learning.
You should be more optimistic. In learning English, you just can be better and better; and there is no way of being worse and worse.
Although it's not convenient for you to get online, you can learn elsewhere.
