I did not clearly see, especially "not death, not life". what did it mean and how to use it ? What is the contruction of the sentence?

Some sort of verbal expression, the person was just saying something became worst. You know what "death" and "life" mean. We have to see the whole paragraph in order to determine what he was talking about at here. Sometimes, sentense structure is not that important in your verbal expression.
