Can anyone explain to me what 'critically evaluate' means? Personally I thought that the point is to explain the advantages & disadvantages for my topic. I am wondering whether I am right.

To judge and take consideration on the critical matters of whatever your assignment topic.
It depends on what topic you are talking about. I think the close meaning is 重要或危急的评估.

I think it means to give comments at a critical approach. You may sense it in the phrases like, "literary criticism", "critical thinking", "critical reading", etc.
